CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: January 12, 1998 <br />TO: John Jermanis, City Manager <br />FROM: June Catalano, Development Services Director WC <br />BY: Leslie Gould, Manager of Redevelopment Projects J!r <br />SUBJECT: West San Leandro Strategic Plan Committee <br />SUMMARY AND RECOMMENDATION <br />APPROVED AND FORWARDED <br />TO CITY COUNCIL <br />In September 1997, Council members toured the West San Leandro area to discuss issues and problems. <br />Staff followed up with a memo in October, outlining on -going City initiatives in this section of the City, and <br />discussing the appointment of a citizens advisory committee. Staff has worked to refine the mission and <br />scope of work for a West San Leandro Advisory Committee. The purpose of the committee is to provide <br />input for a strategic plan that covers critical neighborhood issues such as traffic, noise, and future <br />development; and then prioritize City initiatives for the district. The group would meet monthly over the <br />course of a year to discuss the issues, learn about existing conditions and available programs from City staff, <br />and then develop preliminary recommendations to present to the Council. It is recommended that the City <br />Council approve the proposal to create such an advisory committee, and appoint an ad -hoc subcommittee to <br />appoint the Advisory Committee members. <br />BACKGROUND <br />During the Council tour of District Six last September, Council members learned about a variety of <br />challenges faced by the district, including traffic impacts on residential neighborhoods, declining academic <br />performance in the schools, security issues in Marina Boulevard apartments, and a lack of open space north <br />of Davis Street. Follow-up memos by staff described several on -going City initiatives that respond to some <br />of the issues. A specific plan for the Davis Street West area has been prepared that outlines alternatives to <br />resolve traffic congestion and neighborhood traffic impact issues. A program to work with owners on <br />renovation of neighborhood shopping centers has been initiated. The City's new apartment rehabilitation <br />program identified Marina Boulevard as a target area for rehabilitation funds. Neighborhood representatives <br />are involved in City negotiations regarding airport noise impacts. Despite this variety of initiatives, there is <br />no coordinated method for citizen input at this time. <br />DISCUSSION <br />It is recommended that the Council consider forming a West San Leandro Advisory Committee that would <br />provide an avenue for citizen input about programs and priorities for the District. A summary of the <br />proposed Committee mission and agenda is attached. Clearly traffic would be one major area of focus, as <br />141 <br />
