Harman, Human Resources Director <br />Subject: Tentative Agreement Between the City of San Leandro and the <br />San Leandro Police Officers' Association - Memorandum of <br />Understanding <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council ratify the proposed Memorandum of <br />Understanding between the City of San Leandro and the San Leandro Police Officers' <br />Association for the period March 1, 1998 through February 28, 2001. <br />BACKGROUND <br />The San Leandro Police Officers' Association represents 94 Police Officers and <br />Sergeants in the Police Department. The current Memorandum of Understanding covers <br />the period of March 1, 1996 through February 28, 1998. Under Section 450 of the City <br />Charter, which provides for binding arbitration, the City and Association commenced <br />negotiations on a successor agreement on October 6, 1997 and met in eight negotiating <br />meetings. The parties reached a tentative agreement with the assistance of a mediator, on <br />December 16, 1997. The tentative agreement was ratified by the membership of the <br />Association on December 23, 1997. <br />DISCUSSION <br />The tentative agreement provides for the following: <br />1. Duration: Three years commencing on March 1, 1998 and ending February 28, <br />2001. The third year of the agreement may be terminated by either party by provinding <br />appropriate advanced notice. <br />2. Wages: The agreement provides for an across the board increase of 2% effective <br />March 1, 1998; 2% effective September 1, 1998; 4% effective March 1, 1999 and 4.5% <br />effective March 1, 2000. <br />
