Harman, Human Resources Director Subject: Tentative Agreement Between the City of San Leandro and the San Leandro Police Officers' Association - Memorandum of Understanding SUMMARY AND RECOMMENDATION It is recommended that the City Council ratify the proposed Memorandum of Understanding between the City of San Leandro and the San Leandro Police Officers' Association for the period March 1, 1998 through February 28, 2001. BACKGROUND The San Leandro Police Officers' Association represents 94 Police Officers and Sergeants in the Police Department. The current Memorandum of Understanding covers the period of March 1, 1996 through February 28, 1998. Under Section 450 of the City Charter, which provides for binding arbitration, the City and Association commenced negotiations on a successor agreement on October 6, 1997 and met in eight negotiating meetings. The parties reached a tentative agreement with the assistance of a mediator, on December 16, 1997. The tentative agreement was ratified by the membership of the Association on December 23, 1997. DISCUSSION The tentative agreement provides for the following: 1. Duration: Three years commencing on March 1, 1998 and ending February 28, 2001. The third year of the agreement may be terminated by either party by provinding appropriate advanced notice. 2. Wages: The agreement provides for an across the board increase of 2% effective March 1, 1998; 2% effective September 1, 1998; 4% effective March 1, 1999 and 4.5% effective March 1, 2000.
