On March 3, 1998, Mayor Corbett received correspondence (Attachment A) from the Port of Oakland, <br />inviting San Leandro to participate in their newly proposed "Oakland Airport -Community Noise <br />Management Forum." The Port has asked that an elected official and a citizen representative be appointed <br />to serve on the Forum. They have asked that these appointments be made and a Letter of Understanding <br />(Attachment B) be delivered to the Port by April 17, 1998. <br />The Cities of Alameda, Berkeley, Emeryville, Hayward, Oakland, Piedmont, Union City and the County of <br />Alameda have also been invited to participate in the Form. <br />Fiscal Impact - The Port of Oakland has asked each participating community to contribute <br />$1,000.00 annually to help cover Forum operating expenses. The Port will pay the remaining <br />costs. These funds have not been budgeted. <br />CONCLUSION <br />It is staff s recommendation that the Neighborhood Aviation Advisory Committee (NAACSL) of San <br />Leandro be solicited for recommendation of a citizen appointment. The Forum will meet at least quarterly, <br />likely during business hours. Many of NAACSL's members are well educated in airport operations and <br />issues, and they will likely be able to suggest a representative who will be able to make a long-term <br />commitment to the forum. <br />Staff further recommends the City Attorney review the Port's proposed Letter of Understanding prior to <br />the City's signature. <br />This item has been placed on the March 16 City Council agenda for Council discussion. <br />190 <br />
