Jermanis <br />Manager 0 _ <br />n _ � 7` <br />SUBJECT: RESOLUTION SUPPORTING THE CONTINUED USE OF THE EXISTING <br />TRANSBAY TRANSIT TERMINAL AND THE RAMPS WHICH SERVE THAT <br />FACILITY <br />AC Transit has requested that the City Council adopt a resolution of support for the retention of the <br />Transbay Transit Terminal and its direct access ramps to I-80 in downtown San Francisco. <br />BACKGROUND AND DISCUSSION <br />The Transbay Transit Terminal has been in operation since 1939. It is the busiest bus terminal in <br />the western United States and facilitates public transportation from Solano, Contra Costa, and <br />Alameda counties. The Terminal, owned by the State of California, has grade separated access to <br />and from the San Francisco -Oakland Bay Bridge. <br />Caltrans is proposing to eliminate one of the direct access ramps to the Terminal and to make the <br />second ramp bi-directional. Caltrans has indicated that it will be less expensive to seismically <br />upgrade one of the direct access ramps to the Terminal rather than both ramps. In addition, the City <br />and County of San Francisco want to use the land that would be available if the ramp was <br />eliminated for development purposes. <br />A study of the Caltrans proposal by the MTC has indicated that the revised ramp arrangement will <br />not work. The study verified that the existing two -ramp loop system is the most efficient method of <br />providing service to the Transbay Transit Terminal. <br />-- 71 <br />
