User Fee Increases <br />2 <br />July 30, 1998 <br />adjustments to support the current levels of service. The proposed rate increases are less than the full <br />funding requirements and have been proposed as incremental moves toward a balance for the Funds. <br />Enterprise Fund activities do not generate a profit. They are meant to be fully self-supporting and <br />break even. These activities must be financed and operated in a manner similar to a private business <br />enterprise and costs should be fully recovered through user fees. In the past, shortfalls in revenue has <br />been subsidized by the General Fund. These subsidies are not consistent with the intent of the <br />Enterprise Funds and depletes the limited General Fund resources. <br />Pursuant to the provisions in Proposition 218, the Finance Department provided written notice to all <br />property owners and renters potentially affected by the increases. Two different notices were mailed <br />because the rate adjustments differed by geographic service areas. Using Alameda County's secured <br />property tax rolls, all property owners were notified of the proposed increase in storm water rates. <br />For refuse, recycling and sewer service, notices were sent to all user account addresses (tenants as <br />well as property owners) in the City's Utility Billing System. <br />In summary, 21,355 Refuse, Recycling and Wastewater Notices and 23,229 Storm Water Notices <br />were sent out and written protests have also been accepted and tabulated. Under the protest provisions <br />of Proposition 218, the City Council would be precluded from enacting the rate increases if a protest <br />from a majority (10,679 protests against the Refuse, Recycling and Wastewater Fees and 11,616 <br />protests against the Storm Water Fee) were received by the City Clerk. As of today, the City Clerk <br />has processed a total of 600 protests. <br />DISCUSSION <br />Each of the proposed rates will be discussed separately below and in separate memorandum prepared <br />by the Public Works Director.
