� Strategic Plan <br />TREATMENT STRATEGIES CONCLUSIONS <br />■ The most cost-effective strategies are to continue treatment at the San Leandro WPCP <br />and/or maximize reclamation. <br />■ As shown in Table 6-8, treatment at EBMUD is the next most cost-effective strategy if <br />treatment is not provided at San Leandro. <br />■ Treatment at Oro Loma is the least cost-effective alternative, primarily because of the <br />high buy -in costs. <br />TREATMENT STRATEGIES RECONVvIENDATION <br />❑ CONTINUE TO TREAT SAN LEANDR0 WASTEWATER AT THE WPCP <br />AND INVESTIGATE RECLAMATION OPPORTUNITIES. <br />AUTOMATION STRATEGIES <br />In Section 3 of this report the need for a strategy to relieve problems with night time staffing <br />was identified. During the graveyard shift, standard operating procedure at the WPCP calls <br />for two operators to be present. However, multiple duties at the EBDA dechlorination <br />facility often leave the plant staffed by only one operator. This situation can also occur <br />when illness or personal emergencies call one operator from work. To relieve this <br />dangerous situation the following strategies have been developed: <br />1. Provide complete automation of the existing plant to allow unattended operation during <br />the graveyard shift; <br />2.
