SECTION )III <br />CLOSED SESSIONS <br />Council meets from time to time in Closed Sessions which are duly held meetings or a <br />portion thereof, at which certain actions may be taken and are not open to the public and <br />news media. Matters discussed in closed sessions are considered confidential and shall <br />not be divulged. These are: <br />(1) Labor Relations <br />Closed sessions held at such times pursuant to Government code Section 54957.6 <br />where the Council meets with its designated representatives prior to and during <br />consultation and discussions with representatives of employee organizations. <br />As a matter of policy, Council acknowledges that the City and its taxpayers are <br />best served if positions authorized during such sessions are represented as those of <br />the Council as a whole. Members of the City Council agree that positions and <br />agreements shall not be divulged. <br />(2) Security or Emergencies <br />Arrangements made to address threats to the City or its property must be kept <br />confidential. <br />(3) Personnel Sessions <br />Matters discussed and reviewed in personnel sessions shall remain confidential in <br />order to protect employees' rights to privacy. <br />(4) Litigation <br />Closed sessions to consider potential or pending litigation in which the City or an <br />officer or employee is or could be a party. <br />Discussion of probably or pending litigation could waive attorney -client privilege <br />to the detriment of the City's position. <br />(5) Real PropeM Negotiations <br />Discussion of specified real estate negotiations. <br />The City Attorney shall announce during Council Open Session, any formal Council <br />actions taken.
