City Council - 2 - October 29, 1998 <br />LibrgU Design <br />As part of their initial work on the Library Project, the Library -Historical Commission conducted <br />several tours to libraries in the Bay Area that had been recently renovated. The benefits of <br />various building features were discussed during these tours and provided valuable input to the <br />library design process. The City Council Facilities Committee and the City Council have reviewed <br />the various external elevations associated with reducing the cost of the library project. Amenities <br />such as the clock tower feature and water feature have been eliminated from the final design that <br />is being presented for Council approval. <br />Project Benefits — Physical Plant <br />In addition to the seismic retrofit work that will be addressed as a result of this project, there are <br />numerous additional benefits that are incorporated into the project. The physical plant <br />improvements include: <br />• Enhanced accessibility to restrooms and elevators, access to the second floor, distance <br />between book stacks, height of stacks and width of doorways and halls for both the Main <br />Library and Senior Meeting Facility as required by the Americans with Disabilities Act. <br />• Asbestos floor and ceiling tiles will be removed from the Main Library and Senior Meeting <br />Facility as part of the hazardous materials abatement portion of the project. <br />• Both mechanical and electrical systems will be replaced entirely so that these systems can <br />accommodate higher demands associated with the increased use and public access to <br />technology and to eliminate fire safety issues. <br />• A new conduit system for electrical/telephone/telecommunications will be installed to reduce <br />the need for surface mounted wiring. <br />• New life safety systems, such as fire alarms, sprinkler systems, smoke detectors with audible <br />and light alarms, and intrusion alarms, will be installed. <br />• New air handling system will be installed, replacing the outmoded and inadequate system in <br />the facility. <br />• Entry to the Senior Meeting Facility will be more convenient during those times when the <br />Main Library is not open. <br />• Having been deferred for a number of years, <br />for the entire facility. <br />• Floor and wall coverings will be replaced. <br />Project Benefits - Public Amenities <br />a new roof is now needed and will be replaced <br />The project will significantly add to the public amenities provided in the Main Library. These <br />include: <br />Room will be added to accommodate 100,000 more books. (There will be a modest increase <br />in staff space needed to relieve the crowded conditions in the book processing area and to <br />comply with ADA requirements.) <br />084 <br />
