City Council 3 <br />10/29/98 <br />Water Pollution Control Enterprise Fund <br />Based on the 1992 and 1995 consultant studies that analyzed various service delivery options for <br />the City's sewer service and because of the complexity of the work involved in correcting the <br />Refuse Enterprise Fund situation, it is recommended that further analyses be undertaken next year <br />regarding this fund. Water Pollution Control Fund reserves can be used to offset any deficits in <br />this fund until that time. <br />Storm Water Enterprise Fund <br />Short-term actions <br />Residential street sweeping has been reduced to once a month. Notices will be distributed to <br />remind residents to move their vehicles on the day that sweeping occurs on their street. <br />Certain expenditures have been charged to non -General Fund funds in order to reduce the Storm <br />Water Enterprise Fund budget by approximately $282,000. <br />Storm Water Enterprise Fund Policy Considerations <br />None at this time. WITH THE IMPLEMENTATION OF THE CHANGE IN STREET <br />SWEEPING SERVICE DELIVERY AND OTHER ACTIONS IDENTIFIED ABOVE, <br />THE STORM WATER ENTERPRISE FUND WILL BE BALANCED FOR FY98-99. <br />Other City Council Policy Considerations <br />Staff has researched the low-income, life -line programs offered by PG&E, PacBell, and EBMUD. <br />In addition, discount programs offered by Waste Management were checked out. The City <br />Attorney is researching the legality under Proposition 218 for public utility users to subsidize the <br />service provided to others (i.e., low-income) users. If this subsidy is not possible and the City <br />Council wishes to proceed, the subsidy would by necessity come from the General Fund as a <br />subvention to each Enterprise Fund. This item would be reviewed in greater detail by the Citizens <br />Committee. <br />There are mandatory bargaining issues involved in the service delivery changes and these must be <br />discussed with the City Council in closed session at the appropriate time. <br />CONCLUSION <br />Three of the Enterprise Funds were identified to have funding shortfalls for FY98-99, namely, the <br />Refuse Enterprise Fund, Water Pollution Control Enterprise Fund, and the Storm Water <br />Enterprise Fund. <br />
