The City will purchase "Rubbermaid" type wheeled garbage containers and make them <br />available to customers at cost to address possible complaints about curbside refuse collection. <br />4. An "Application for On -Premise Refuse Collection" will be available for those customers who <br />are unable to place their refuse cans on the curb. Those customers who have requested side <br />yard or backyard service from San Leandro Recycling will automatically obtain side yard or <br />backyard service from the City. <br />5. The City's residential refuse customers will be notified about the change in the annual debris <br />program in the spring of 1999. The change to the debris program is to no longer designate a <br />specific day(s) for the annual debris collection in an area, but to allow any 20- or 32-gallon <br />can customer to call and request a debris collection day. <br />6. Customers who have front loader boxes will be notified that they will be required to push their <br />container(s) to an accessible location for collection effective early January 1999 as a cost <br />savings measure for the Refuse Enterprise Fund. Commercial account customers will be <br />notified via mail about this change in service delivery. <br />7. The service delivery change in how front loader boxes are collected will result in the reduction <br />of one full-time staff position. This is a mandatory bargaining issue and will be discussed with <br />the City Council in closed session at a future date. <br />8. The City's repair service for privately owned front loader and drop boxes will be eliminated <br />effective early January 1999. When a privately owned container becomes irreparable, it will <br />be replaced by a container provided by the City and the appropriate demurrage charge will be <br />added to the customer's monthly fee. Commercial account customers will be notified of this <br />change via mail. <br />9. Saturday and Sunday commercial refuse collection services will be advertised and expanded as <br />a revenue enhancement to the Refuse Enterprise Fund. <br />10. A Citizen's Committee will be convened to review the Refuse Enterprise Fund. <br />Refuse Enterprise Fund Policy Considerations <br />1. The City will develop Request for Quotations (RFQ) / Request for Proposals (RFP) and begin <br />the process to evaluate refuse service delivery options. If, upon completion of the RFP <br />evaluations, it is deemed to be in the City's best interest to change service delivery levels, the <br />goal would be to complete contract negotiations by July 1999. <br />2. The City will retain the services of a refuse consultant to provide expertise and advise on the <br />business implications of various options. <br />
