CITY OF SAN LEANDRO <br />STAFF REPORT <br />Date: October 29, 1998 <br />To: John Jermanis, City Manager <br />From: Wandzia Grycz,,A� sca�ianager <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Jo Jermanis <br />Ci er <br />Subject: Enterprise Funds — Status Update and Recommendations <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that at the November 2, 1998 City Council meeting the City Council approve <br />staff recommendations to proceed with addressing the Refuse Enterprise Fund service delivery <br />and funding issues; approve staffs actions with regard to balancing the Storm Water Enterprise <br />fund and approve staff s recommendations to perform further analyses on sewer service options <br />after the Refuse Enterprise Fund issues are resolved. Staff is prepared to make a verbal <br />presentation on this matter at the City Council's November 2, 1998 Council meeting. <br />BACKGROUND <br />At the August 17, 1998 City Council meeting the City Council approved staffs recommendations <br />regarding the Water Pollution Control (Sewer) Enterprise Fund. At that same meeting, the City <br />Council directed staff to review the Refuse Enterprise Fund (including recycling) and the Storm <br />Water Enterprise Fund operations for the purpose of reducing the costs of those operations to live <br />within their existing revenue streams. The purpose of this report is to fulfill the Council's directive <br />to report on the action taken, identify potential issues, and propose timeframes for addressing <br />long-term recommendations. <br />DISCUSSION <br />Refuse Enterprise Fund <br />Short-term actions <br />1. Curbside residential garbage service is proposed to replace the current, rear yard service as <br />of January 1999. <br />The implementation of this recommendation will move the City one step closer to providing <br />uniformity of service throughout the entire City since Oro Loma provides curbside refuse <br />
