City Council - 2 - October 29, 1998 <br />collection services in their service delivery area. As a result of this service delivery change, there <br />can be a reduction of three full-time refuse worker positions. This is a mandatory bargaining issue <br />and will be discussed with the City Council in closed session at a future date. <br />A flyer has been prepared to notify the residential customers in the City's service area about this <br />change that will be implemented as of January 1999. These flyers have been designed to be door <br />hangers and will be distributed twice throughout the affected residential neighborhoods, once in <br />November and once in December. <br />It is anticipated that there may be complaints about the fact that customers will be required to <br />place their refuse containers on the curb for curbside collection. To mitigate these complaints, <br />staff recommends that the City purchase "Rubbermaid" type wheeled garbage containers and <br />make them available to customers at cost. <br />Those customers who are unable to bring their residential refuse can to the curb will be able to <br />request side yard or back yard service by completing the Application for On -Premise Refuse <br />Collection (Attachment 1). Staff has obtained a list of customers (approximately 800 in number) <br />who have requested side yard or backyard service from San Leandro Recycling. These <br />customers will not be required to fill out a second application. <br />2. The annual, unlimited debris pickup program will be eliminated in 1998-99. In place of this <br />service, residents will be provided debris pickup once a year on a call -in basis as a <br />supplement to their weekly garbage service. <br />The change to the debris program is to no longer designate a specific day(s) for the annual debris <br />collection in an area, but to allow any 20- or 32-gallon can customer to call and request a debris <br />collection day. With 7 days notice, the debris will be collected on their next regularly scheduled <br />refuse collection day. Since this program has typically been held in the Spring, notices to the <br />residents regarding this change will be distributed after January 1999. <br />3. The City will enter into discussions with San Leandro Recycling, Inc., the private contractor <br />providing residential recycling, for the purpose of re -negotiating its agreement with the City. <br />Staff spoke with Gerard Wen who indicated that San Leandro Recycling would be willing to <br />renegotiate its contract(s) with the City, including a provision that would require a 10% franchise <br />fee to be paid to the City. San Leandro Recycling is not interested in being bought out by another <br />company because of the $3 Million investment it has made in their operations on Aladdin. He <br />expressed interest in renegotiating two existing contracts with the City and providing both refuse <br />and recycling services to the City. San Leandro Recycling's contract with the City for residential <br />recycling expires in 2006; the contract for industrial/commercial refuse collection expires in 2018. <br />4. The City will explore the opportunity of having the Oro Loma Sanitary District provide <br />refuse service to the entire San Leandro service area. <br />
