City Council - 3 - October 29, 1998 <br />Staff met with Mike Cameron from Oro Loma Sanitary District regarding refuse service. Oro <br />Loma may be interested in taking over the City's refuse. However, Oro Loma currently has a <br />contract with Waste Management for refuse and recycling services. At this time, there appears to <br />be no strategic advantage for the City to have Oro Loma take over the City's refuse as opposed <br />to the City's negotiating directly with Waste Management. <br />S. The City will explore refuse privatization alternatives if the Oro Loma service option is not <br />feasible. <br />Staff met with Dave MacDonald from Waste Management of Alameda County, Inc. to discuss <br />refuse and recycling service. Dave requested that information regarding the size of the City's <br />refuse operations be forwarded to him, which has been done. (This information has also been <br />provided to San Leandro Recycling.) He will have his staff review the information to determine <br />the feasibility of providing the same level of service at the same rates as in Oro Loma. Dave also <br />advised me that it is best that the City not consider procuring the residential curbside refuse carts <br />used with automated loaders until a specific vendor is selected. <br />Other recommendations to reduce costs <br />Several other Refuse Enterprise Fund cost saving measures have been identified. They are as <br />follows: <br />(1) To provide the current front loader box refuse collection service, the City must have two staff <br />members available for these routes to push the containers out to the street as part for <br />collection. Staff has surveyed the other jurisdictions and finds that San Leandro is currently <br />the only jurisdiction in the Bay Area providing such service. Staff recommends that customers <br />who have front loader boxes be notified that they will be required to push their container to an <br />accessible location for collection effective early January 1999 as a cost savings measure for <br />the Refuse Enterprise Fund. Commercial account customers will be notified via mail about <br />this change in service delivery. This change will result in the reduction of one full-time staff <br />position; this will be discussed with the City Council in closed session at a future date. <br />(2) Currently the City repairs privately owned front loader and drop boxes for customers free of <br />charge. Staff recommends that this service be eliminated effective early January 1999 and <br />when a privately owned container becomes irreparable, it be replaced by a City -provided <br />container and appropriate demurrage charge be added to the customer's monthly fee. <br />Commercial account customers will be notified of this change via mail. <br />A draft of the letter to commercial refuse customers informing them of these changes is attached <br />(Attachment 2). For those commercial refuse customers who prefer to have their refuse <br />container(s) be collected on the customer's property, the City's standard Hold Harmless <br />Agreement (Attachment 3) will be required. <br />
