Mike was very clear that he would have to perform due diligence to insure <br />that contracting with the City would be cost-effective for his current customer base. <br />With regard to East Bay Municipal Utility District (EBMUD) sewer service, analyses were <br />performed in 1992 and then updated again in 1995. Both studies indicated that this option was <br />not cost-effective then. A copy of the relevant section of the 1992 HDR Engineering Inc. report <br />and the 1995 staff reports on this subject are provided as Attachments 5 and 6. <br />2. The City will explore privatization alternatives for the wastewater facility and the collection <br />system if the Oro Loma or East Bay Municipal Utility District service options are not <br />feasible. <br />While at the League of California Cities Annual Conference, marketing materials from several <br />firms who provide wastewater services were obtained. No other action has been taken with <br />regard to this recommendation. <br />Water Pollution Control Fund Policy Consideration <br />It is recommended that the City complete the Refuse Enterprise Fund strategy and then pursue <br />further analyses associated with service delivery options for the Water Pollution Control Plant and <br />sewer collection system. There will definitely be meet -and -confer issues associated with service <br />delivery changes for sewer services and as such these will have to be discussed in closed session at <br />the appropriate time. <br />Storm Water Enterprise Fund <br />It is staffs understanding that the City Council's policy direction regarding the Storm Water <br />Enterprise Fund is the City reduce storm water related charges in addition to reducing residential <br />street sweeping services from twice per month to once per month. <br />Short-term actions <br />1. Street sweeping in residential areas of San Leandro will be reduced to only once per month, <br />effective October 1998. Residents and neighborhood associations will be notified of the <br />revised schedule so vehicles can be moved on sweeping days. <br />The residential street sweeping schedule has been modified to once per month. Staff is currently <br />evaluating whether the monthly street sweeping routes can be modified so that, within the City's <br />refuse collection service area, residential street sweeping can occur on the same day as the City <br />provided residential refuse collection. This street sweeping option is not possible in Oro Loma's <br />refuse collection service area because the automated refuse collection trucks cover too great an <br />area for the City's existing street sweepers to cover on the same day. <br />
