City Council - 6 - October 29, 1998 <br />Staff has developed recommendations to educate the residents about the reduction in street <br />sweeping service. The recommendations include a phased approach to remind residents about the <br />street sweeping program in order to obtain greater cooperation in removing vehicles from the <br />street on the appropriate street sweeping day. <br />All expenditures currently charged against the Storm Water Enterprise Fund have been reviewed <br />and non -General Fund funding sources have been identified for approximately $159,201 of the $1 <br />Million Storm Water program costs. In addition, funding for storm water related capital <br />improvements has been moved to the General Fund Capital Improvement Program in the amount <br />of $123,000. These transfers have already been made. If the remainder of the charges must be <br />transferred to the General Fund, the fiscal impact to the General Fund will be approximately <br />$717,799, representing a major impact to existing services provided through the General Fund to <br />the community. <br />Storm Water Enterprise Fund Policy Consideration <br />None at this time. WITH THE IMPLEMENTATION OF THE SERVICE DELIVERY <br />CHANGES AND OTHER ACTIONS IDENTIFIED ABOVE, THE STORM WATER <br />ENTERPRISE FUND WILL BE BALANCED FOR FY98-99. <br />Citizen Committee <br />The customer base served by each of the Enterprise Funds is distinctive. As a result, it is <br />recommended that different Citizen Committees be appointed, at the appropriate time, to insure <br />proper customer representation on the committees. <br />Based on the recommendation to focus on resolving the Refuse Enterprise Fund issue, the first <br />Citizen Committee's role would be to review <br />(1) the rates and service delivery changes for refuse collection and recycling; <br />(2) a discount program for low-income individuals and families; <br />(3) service options and suggested alternatives for gated communities; <br />(4) curbside refuse pick-up program with the possibility of exemptions. <br />It is suggested that an ad hoc committee of the City Council be convened to nominate <br />representatives from the following community groups to participate on the Refuse Enterprise <br />Fund Citizen Committee: <br />• CPA (1) <br />• Banker (1) <br />• Homeowners' Associations (2) <br />• Chamber (President or President-elect) (1) <br />• Industrial customer representative (1) <br />• Commercial customer representative (1) <br />
