•w
CITY OF SAN LEANDRO
STAFF REPORT
DATE: December 14, 1996
TO: Wandzia Grycz, Interim City Manager
P'
FROM: Steve Harman, Human Resources Director P
APPROVED AND FORWARDED
TO CITY COUNCIL
Wandzia G cz
Interim City ge
SUBJECT: Authorization to Create An Administrative Specialist -Police Position
SUMMARY AND RECOMMENDATION
In response to the Police Department's request to conduct a job audit of the Public Safety Dispatcher assigned
to the crime analysis and information services function, this staff report outlines the basis for creating an
Administrative Specialist -Police position responsible for the function of crime analysis and information
services function. Upon City Council approval, the classification specification for Administrative Specialist -
Police will be revised and forwarded to the Personnel Relations Board for adoption.
BACKGROUND
The Police Department Records, Communications, & Identification (RC&I) Division is under the direction of
the RC&I Coordinator who supervises the following classifications: Administrative Specialist -Police (ASP),
Public Safety Dispatcher (PSD), Police Services Aide, Jailer, and Property & Evidence Technician. The
crime analysis and information services function is currently performed by a single PSD position.
Typically, the PSD classification is required to perform a variety of difficult and specialized technical and
clerical duties involved with the operation of the Police Department's communication center. The primary
responsibility of a PSD is to receive, analyze, clarify, process, coordinate, and disseminate information
provided by citizens, police officers and other public safety personnel.
The PSD position that has been audited, in fact, is quite different than the typical PSD position. This position
is supervised by the Police Sergeant assigned to the Administrative Services Division of the Bureau of
Services, and is required to perform a variety of specialized technical crime analysis, including information
services and administrative duties. The position is required to follow highly structured procedures to perform
the following key responsibilities:
Review reports for crime patterns and/or suspect description or information; conduct computer
searches into various law enforcement databases to match suspect information or modus
operandi, and crime patterns; maintain lists of known sexual and drug offenders, gang
members, and repeat offenders; and research and provide specific technical information and
specific crime statistics to the Department of Justice, City staff, and the general public;
•
