\ Administrative Specialist - Police 3 December 14, 1996 <br />Department's staff; the Shannon Associates' staffing study recommends creation of a position devoted to the <br />crime analysis and information services function, and 13 PSD positions devoted to the Communications <br />Center. Upon City Council approval, of the proposed ASP position, the audited PSD position would be filled <br />from the existing PSD employment list. <br />Fiscal Impact <br />The Public Safety Dispatcher currently performing crime analysis and information services duties <br />earns $3,309 per month. Using the Shannon Associates' salary study of the San Leandro City <br />Employees' Association, and the staffing study of the Police Department, staff recommends creating a <br />new position of ASP with a corresponding top step monthly salary of $4,107 per month. This <br />recommendation would increase the position's salary by 25% and impact the City's General Fund by <br />$798 per month, or $9,576 annually. <br />CONCLUSION <br />Staff realizes and recognizes the current budget concerns, however the efficiency and effectiveness of the <br />Police Department's crime analysis function needs the proposed ASP position in order to maintain the Police <br />Department's level of customer service, and enhance the level of crime prevention and suspect apprehension. <br />In addition, this recommendation allows the City to continue to retain the best qualified employees in the <br />industry and remain competitive in the labor market. <br />The findings clearly demonstrate that the Public Safety Dispatcher position assigned to the crime analysis and <br />information services function is working out of classification and staff recommends that the City Council <br />approve the creation of a new ASP position. <br />SH:CL:mmc <br />A:\JobAudit\Feeley.l&STAFFPT.DOC <br />as of 12/14/96 <br />63 <br />
