Bal Theater Appeal 2 01/14/97 <br />DISCUSSION <br />In San Leandro, churches are permitted in residential districts subject to conditional use approval. <br />They are not a permitted or conditionally permitted use in commercial districts. Since the Bal <br />theater is zoned CC (Community Commercial) District, the zoning approval was denied by the <br />Development Services Director. Under the appeal, the Planning Commission upheld the action of <br />the Development Services Director in denying the use of the property by a church.
