O CITY OF SAN LEANDRO
STAFF REPORT
DATE:
TO:
FROM:
BY:
SUBJECT:
November 26, 1996
Wandzia Grycz, Interim City Manager
June Catalano, Development Services Director
Norm Weisbrod, Associate Planner
APPROVED AND FORWARDED
TO CITY COUNCIL
Wandzia Grycz
Interim City Manager
Continuation of the Appeal by Paul Martin et. al. Regarding the Bal Theater
SUMMARY AND RECOMMENDATION
Staff is still working with Paul Martin, owner of Bal Theater, on alternative uses for the building. Staff
recommends that this matter be continued to the City Council meeting of January 21, 1997.
BACKGROUND
This item is an appeal of an administrative decision denying the use of the former Bal Theater by the
Universal Church of the Kingdom of God. This matter was appealed to the Planning Commission and
they upheld the Development Services Director's denial of the church use of the Bal Theater. The
matter was appealed to the City Council for its consideration.
DISCUSSION
This item has been continued several times over the past two months. Staff is working with the
property owner and his attorney on alternative uses of the property. The goal is to find a use for the
property that will be compatible with the Community Commercial zoning on East 14th Street and with
the surrounding residential neighborhood. The property owner has initiated the request for
continuance.
145
