Recommended Option <br />At the City Council's February 24th Work Session, the City Council directed staff to proceed <br />with Option 1, namely to maintain paramedic and emergency medical services by placing the <br />paramedic assessment before the voters on the June 3, 1997 special election ballot for <br />reaffirmation in the form of a special tax of $9.90 per benefit unit per year. The special tax will <br />require two-thirds vote for approval, and is set at the same level as the existing assessment. The <br />special tax will include a cost of living adjustment clause tied to the Consumer Price Index for <br />the San Francisco / Oakland / San Jose All Urban Consumers, and the maximum special tax that <br />could be charged without voter approval will be $15.00 under this proposal. Based on an <br />average CPI of 2.8%, the maximum of $15.00 would not be reached for 10 years. This option <br />provides a stable funding source for a valued community service program and does not change <br />the current tax impact on the City's taxpayers. <br />CONCLUSION <br />Staff recommends that at the March 3, 1997 meeting, the City Council approve: <br />• adopt a Resolution Calling and Giving Notice of a Special Municipal Election to be held <br />Tuesday, June 3, 1997. <br />• adopt a Resolution requesting the Board of Supervisors to consolidate the election with the <br />County Special Election and Provide Special Services. <br />• conduct a public hearing re: Special Tax Ordinance <br />• vote on the ordinance <br />• adopt a Resolution Directing the City Attorney to Prepare an Impartial Analysis. <br />• adopt a motion to support the Alameda County Emergency Medical Services District special <br />tax measure for County -wide trauma centers and emergency medical services. <br />Attachment <br />gAdept\transfer\emsrpt.doc <br />b <br />
