Fire Chief February 19, 1997 John Jermanis, City Manager City of San Leandro 83 5 E. 14th Street San Leandro, CA 94577 Dear John: Re: PROPOSITION 218/EMS SUPPLEMENTAL ASSESSMENT RECOMMENDATION: It is recommended that the City of San Leandro pass a resolution putting a measure on the June special election ballot asking the voters in San Leandro to approve a special tax of $ 9.90 with a cost of living adjustment based on the consumer price index for the San Francisco Bay Area, and a cap of $15 to replace the existing EMS Supplemental Assessment of $9.90. BACKGROUND: The funding mechanism for EMS services in Alameda County was created in 1982 with the passage of an advisory vote that approved an annual assessment of up to $10.00 for paramedic services. The EMS agency has the responsibility for administering EMS services within the County and has increased the base assessment over the years to include the operation of the Trauma system. Additionally, the Board of Supervisors has allowed the individual cities to approve increases to the supplemental assessment to enhance and expand EMS related programs within each jurisdiction.
