CITY OF SAN LEANDRO <br />City Council Finance Committee Meeting <br />City Manager's Large Conference Room <br />February 4, 1997 (3:30 p.m.) <br />MEETING SUMMARY <br />L 1997-98 Budget Strategies (Grycz/Jermanis) <br />John Jermanis described the budget process for the new City Council Finance Committee <br />members and indicated that some of the budget issues that the City will face in the 1997- <br />98 fiscal year are known and others will surface later in the budget process. The budget <br />issues discussed by the City Council Finance Committee will help shape the budget theme <br />for the up coming budget. One of the themes currently being considered is the "emphasis <br />on the basics." <br />The emphasis on the basics is important because Proposition 218 will jeopardize the City's <br />revenue sources for essential general fund programs. It was suggested that City staff <br />review a program implemented in the City of San Mateo which distributed "City Benefit <br />Statements." The statements identify the owner's property, how much property tax is <br />paid in total and how much of it comes to the City. The City Council Finance Committee <br />agreed that this approach could help educate residents. <br />John Jermanis stated that is does not appear that the City will have to raise taxes in the <br />1997-98 fiscal year. Instead, the City's goal should be to expand the general base of the <br />taxes that we currently receive. <br />The City Council Finance Committee requested a copy of a report that discussed the <br />privatization of the Water Treatment Plant. There is a big move to privatize such <br />treatment plants because it is a profit generator for private business. <br />John Jermanis reviewed the State of the City Mid -Year Budget Report. The following <br />conclusions were drawn: <br />- The TOT (Transient Occupancy Tax) is dropping because the City Council <br />decided to shift Marina Inn revenue from the General Fund to the Marina Fund <br />in order to help it become more self-sustaining. <br />- The City needs to recognize the impact of large business closures on the Utility <br />Users Tax. <br />- The General Fund in 1997-98 will be balanced. <br />- The biggest question mark is Prop. 218. <br />
