Wandzia Grycz informed the City Council Finance Committee that she will review the <br />meeting notes of the City Council Facilities Committee to see if the Committee <br />recommended approval to move forward with the City Council Chambers technology <br />improvements. <br />The City Council Finance Committee recommended that the following items be added to <br />the Budget Strategies: <br />- Acquisition of property for downtown parking <br />- Development of a sports complex <br />Wandzia stated that the funding of the following programs is uncertain for the 1997-98 <br />fiscal year: <br />- Street Maintenance (Measure B) <br />- Paratransit Program (Measure B) <br />- Supplementing CIP w/General Fund <br />- Non -profits <br />The City Council Finance Committee shared Wandzia's concern that the CIP budget is too <br />low. While it was suggested that current year General Fund surplus be set aside for the <br />1997-98 CIP budget, Wandzia cautioned the City Council Finance Committee not to <br />count on funds that are not "banked" to support the CIP. <br />The City Council Finance Committee suggested that staff explore additional opportunities <br />to support the small businesses in the downtown area. <br />The City Council Finance Committee discussed the issue of telecommunications and how <br />some cities are making money by allowing telecommunication companies to come in to the <br />city. Wandzia Grycz stated that there is money to be made in telecommunications, <br />however, telecommunication companies are not in a big rush to do business in San <br />Leandro. The City Council Finance Committee asked for a report on telecommunications <br />and how we can work with the schools on this issue as well. <br />The City Council Finance Committee discussed the recommendation that digital pagers be <br />included in the technology upgrade report for the City Council. The Committee also <br />discussed the possibility of increasing the City Council salaries by 5%. The City Council <br />has not received a salary increase since 1989. <br />H. Public Comments <br />Lou Filipovich raised several issues concerning surplus revenue and taxes. <br />60 <br />
