CITY OF SAN LEANDRO
City Council Finance Committee Meeting
City Manager's Large Conference Room
February 18, 1997 (3:30 p.m.)
MEETING SUMMARY
I. 1997-98 Budget Strategies (Grycz/Jermanis)
John Jermanis, Interim Assistant City Manager, reviewed the issues discussed by the City
Council Finance Committee surrounding the 1997-98 Budget Strategies as follows:
Shop San Leandro Program
John Jermanis suggested that the Shop San Leandro Program not be included in the
Budget Strategies, but instead be included as an activity under the Redevelopment Agency
Budget. The City Council Finance Committee recommended that the Shop San Leandro
Program be coordinated with the activities of the Chamber of Commerce.
City Council Facilitation
John Jermanis suggested that the $10,000 allocated for City Council Facilitation be an
annual allocation in the City Council Budget. As a result, the City Council Finance
Committee agreed that this would not be recommended as a budget strategy.
Seismic Retrofit At Fire Stations #10 and #11
John Jermanis informed the City Council Finance Committee that he will use the personnel
resources of existing staff in order to develop a grant writing team. This concept will
allow the City to take advantage of the existing City employees instead of hiring a new
grant writer. The Committee recommended that staff contact FEMA to see if any grant
funds are available for this project.
Two Year Funding of Expanded Summer Youth Program
John Jermanis informed the City Council Finance Committee that while this program is
included in the 1997-98 Budget Strategies, staff has yet to identify the funds to support it.
City Council Communication
John Jermanis informed the City Council Finance Committee that Stephanie Lee,
Information Services Manager, is in the process of developing alternatives for the
Committee to consider and will report back to the Committee at a later date.
Downtown Parking
John Jermanis informed the City Council Finance Committee that the downtown parking
garage has a number of long term issues, such as its seismic stability, that will need to be
further studied. He recommended that a reserve fund be established to support future
parking garage structural issues.
