CITY OF SAN LEANDRO <br />City Council Finance Committee Meeting <br />City Manager's Large Conference Room <br />February 25, 1997 (3:30 p.m.) <br />MEETING SUMMARY <br />I. 1997-98 Capital Improvement Program (Grycz/Algire) <br />Uche Udemezue, City Engineer, reviewed all the proposed 1997-98 CIP projects and <br />informed the City Council Finance Committee that Engineering staff worked directly with <br />each City department to identify the proposed projects. At the conclusion of the <br />presentation, Wandzia Grycz, Assistant City Manager, asked the City Council Finance <br />Committee members if there were any projects that staff should further study. There were <br />no recommendations by the City Council Finance Committee. <br />H. 1997-98 Budget Strategies - Committee Recommendations (Jermanis) <br />John Jermanis, City Manager, reviewed and identified several changes and suggested <br />modifications to the 1997-98 Budget Strategies. They were as follows: <br />The amount for the Expanded Summer Youth Program should be $50,000 not <br />$25,000. <br />It is recommended that $200,000 be set aside for each of the following - <br />downtown parking, sports complex and the CIP. He also recommended that if <br />revenues should exceed expectations, the City Council could delegate additional <br />funds to these projects. <br />John Jermanis suggested that CIP reserves be used to augment funding for the <br />Fire Station retrofit program. <br />John Jermanis recommended that the City Council Finance Committee not incorporate <br />purchasing a new graffiti vehicle in 1997-98 budget. He informed the Committee that the <br />vehicle, known as the "Graffiti Eliminator," is designed to accommodate cities that have <br />graffiti problems that exceed the 20,000 square feet of graffiti that the City deals with on <br />an annual basis. <br />The City Council Finance Committee discussed the issue of a user fee for the Marina and <br />directed staff to review a past staff report on the matter with new City Council Members. <br />John Jermanis recommended that the Recreation and Parks Commission also k-eview this <br />report. <br />M.
