CITY OF SAN LEANDRO
City Council Finance Committee Meeting
City Manager's Large Conference Room
February 25, 1997 (3:30 p.m.)
MEETING SUMMARY
I. 1997-98 Capital Improvement Program (Grycz/Algire)
Uche Udemezue, City Engineer, reviewed all the proposed 1997-98 CIP projects and
informed the City Council Finance Committee that Engineering staff worked directly with
each City department to identify the proposed projects. At the conclusion of the
presentation, Wandzia Grycz, Assistant City Manager, asked the City Council Finance
Committee members if there were any projects that staff should further study. There were
no recommendations by the City Council Finance Committee.
H. 1997-98 Budget Strategies - Committee Recommendations (Jermanis)
John Jermanis, City Manager, reviewed and identified several changes and suggested
modifications to the 1997-98 Budget Strategies. They were as follows:
The amount for the Expanded Summer Youth Program should be $50,000 not
$25,000.
It is recommended that $200,000 be set aside for each of the following -
downtown parking, sports complex and the CIP. He also recommended that if
revenues should exceed expectations, the City Council could delegate additional
funds to these projects.
John Jermanis suggested that CIP reserves be used to augment funding for the
Fire Station retrofit program.
John Jermanis recommended that the City Council Finance Committee not incorporate
purchasing a new graffiti vehicle in 1997-98 budget. He informed the Committee that the
vehicle, known as the "Graffiti Eliminator," is designed to accommodate cities that have
graffiti problems that exceed the 20,000 square feet of graffiti that the City deals with on
an annual basis.
The City Council Finance Committee discussed the issue of a user fee for the Marina and
directed staff to review a past staff report on the matter with new City Council Members.
John Jermanis recommended that the Recreation and Parks Commission also k-eview this
report.
M.
