CITY OF SAN LEANDRO <br />City Council Finance Committee Meeting <br />City Manager's Large Conference Room <br />March 19, 1997 (3:30 p.m.) <br />MEETING SUMMARY <br />I. 1997-98 CDBG Program Update <br />Jacqui Diaz, Acting City Clerk, informed the City Council Finance Committee that the <br />City will receive approximately $835,000 in CDBG funds in FY1997-98. This allocation <br />represents the same amount that the City currently receives. The City will also receive <br />$285,000 in Home Funds which will be used for: 1) affordable housing, 2) multiple unit <br />building rehab, 3) first time home buyers program, and 4) transitional housing. <br />Jacqui Diaz suggested that the City Council consider allocating CDBG funds based on a <br />particular focus. This would allow staff to bring forth recommendations that met the <br />specific focus of the City Council. While the focus would be based on HUD categories, <br />the City Council would have the opportunity to set spending priorities. <br />The City Council Finance Committee agreed that a small training session should be <br />scheduled to educate the City Council as to the allowable expenditures for CDBG funds. <br />The training session could also be used to inform the City Council of past expenditures <br />and possible future expenditures. <br />The City Council Finance Committee suggested that the local press be informed as to how <br />the City is dealing with the Welfare Reform Act. <br />Jacqui Diaz distributed a draft CDBG budget that will be discussed at a City Council work <br />session on March 24, 1997. <br />H. Maintenance of Boys and Girls Club <br />Bob Rockett, Public Works Services Director, presented a memorandum to the City <br />Council Finance Committee which discussed providing $40,700 annually to maintain and <br />repair the San Leandro Boys and Girls Club. <br />John Jermanis informed the City Council Finance Committee that the City owns the <br />building that houses the Boys and Girls Club. He went on to say that the City cannot <br />afford to allow the building to continue to dilapidate. The Boys and Girls Club is an <br />extension of the City's recreation efforts and also serves the community at -large as a <br />resource for many community organizations. <br />71 <br />
