t <br />Payroll Supervisor 2 April 7, 1997 <br />The proposed Payroll Supervisor will also assume a variety of administrative duties related to the City's <br />budget such as assisting to prepare the budget document and Comprehensive Financial Annual Report, and <br />monitor and report on various grant programs. <br />DISCUSSION <br />Creation of, and authorization to fill, the proposed Payroll Supervisor will align the job responsibilities and <br />tasks and set the salary range to the labor market. The proposed position will continue to perform the <br />specialized technical and clerical duties critical to the Payroll function. There will be no change in the <br />supervision received or exercised. <br />Typically, the minimum qualifications of the proposed Payroll Supervisor is completion of high school, with <br />course work in accounting or finance, supplemented by responsible clerical, computer, and public contact <br />experience. Experience in a comparable private sector organization or experience in a public sector Finance <br />or Accounting Department working with a complex payroll system is preferable. <br />The recommendation to create and authorize this proposed position will not add additional staff to the Finance <br />Department. <br />Fiscal Impact <br />Using the City's current process for setting salary levels, staff recommends setting the salary range to <br />the labor market. This recommendation would set the monthly top step at $3,494. The current <br />Senior Account Clerk position assigned to the Payroll function has a monthly top step of $3,284. <br />Therefore, funding for this proposed position will directly impact the General Fund an additional <br />$210 per month, or $2,520 annually. This action will not result in an increase in the number of <br />employees employed by the City. <br />CONCLUSION <br />Staff realizes and recognizes that budget concerns exist. However, the efficiency of the Finance Department's <br />Payroll function needs the Payroll Supervisor to ensure that the financial and statistical reports, required by <br />other government agencies and benefit vendors, are correct and accurate. This recommendation also ensures <br />that the City remains competitive in the labor market and, consequently, retains the most qualified employees <br />in the industry. <br />The findings clearly demonstrate that the Senior Account Clerk assigned to the Payroll function is not <br />adequately compensated, and staff recommends that the City Council consider approving an amendment to <br />Section 1.5 of the Pay Plan to include the proposed Payroll Supervisor classification with an appropriate <br />salary range of $2,665 - $3,494 per moth. <br />SH:mmc <br />FACoutgibRaySup.Doc <br />
