Jermanis <br />Manager <br />The Economic Development Strategy before you this evening is the result of extensive work by <br />the Economic Development Advisory Committee (EDAC) and the firm of Bay Area Economics <br />(BAE) and has incorporated extensive community input. The Economic Development Strategy <br />is intended to be the blueprint which will guide the City's economic development efforts over the <br />next three to five year period. At City Council's direction six public meetings were held over the <br />last several months to ensure that the Strategy received the widest public review possible. Staff <br />recommends that the City Council adopt the Economic Development Strategy as presented. <br />BACKGROUND <br />The impetus for the Economic Development Strategy came out of the recognition that significant <br />structural shifts have taken place and continue to evolve in today's economy. The City Council <br />recognized that San Leandro would need to be well informed and well positioned to continue to <br />capture jobs in growing market sectors and to maintain San Leandro's traditional employers. <br />The project was initiated in late 1994 and was designed to provide both a baseline analysis of <br />San Leandro's economy and an effective economic development strategy. Elements of the <br />baseline and strategy include an analysis of sales tax trends, real estate market conditions, basic <br />demographics, a vision to oversee the development of the Strategy, and strategies to continue to <br />ensure new opportunities for future growth and development. <br />Four unifying themes emerged from the EDACs visioning process. The broadest theme, a <br />sustainable community emphasizes the balance between the importance of the individual and <br />family within an economy that embraces business. Additional themes include a diversified <br />economy, vibrant local serving commercial areas, and a strong and respected educational system. <br />i8d <br />
