City Council - 2 - June 25, 1997 <br />The four vision themes were then linked to the Strategy's four program areas which include: <br />• Sustaining Economic Growth - focusing on the core activities of business retention and <br />expansion of existing businesses and the attraction of new businesses. <br />• Reinvesting in San Leandro - focusing on the need to recycle existing commercial and <br />industrial properties that are no longer functional. <br />• Enhancing the Tax Base - focusing on maintaining and increasing City revenues. <br />• Improving Community Life - focusing on enhancing the amenities enjoyed by San Leandro <br />residents and workers including schools, parks, right-of-ways, entertainment venues, which <br />all lead to an enhanced City image and private investment in the community. <br />The members of the EDAC have played a critical role in guiding the development of the <br />Strategy, in having representation at all public meetings on the Strategy, and in acting as <br />economic ambassadors for the City of San Leandro. They are to be commended for their efforts <br />on behalf of the City. The on -going efforts of the Chamber of Commerce in assisting with the <br />development of the Strategy and in serving San Leandro's business community are also <br />appreciated by the EDAC and by staff. <br />DISCUSSION <br />Public Meetings <br />In January, 1997 the City Council reviewed the draft Economic Development Strategy and <br />directed staff to conduct a series of public meetings to ensure the broadest possible public review <br />of the Strategy Document. The City Council also directed staff to include within the Strategy a <br />section outlining activities to promote foreign trade in order to help San Leandro businesses take <br />advantage of San Leandro's key location adjacent to the Airport and Port of Oakland. Six public <br />meetings were held with key stakeholders at different locations throughout the City. A brief <br />report of each of the meetings is included below: <br />• Joint Chamber of Commerce, Kiwanis. and Rotary, Meeting - Thanks to the partnership of the <br />Chamber of Commerce a joint luncheon meeting was held at the Estudillo Library in <br />February of 1997. Approximately 75 individuals were on hand to hear a report on the <br />Strategy given by five EDAC members. Participants were asked to complete a survey about <br />the programs recommended within the Strategy. Thirty-five participants responded to the <br />survey. Respondents indicated that the continued development of relationships with local <br />businesses is critical to the City's business retention efforts. Respondents also strongly <br />supported a new redevelopment project area as a key to the City's long-term growth, in <br />addition to even greater efforts to support local schools. A copy of the survey has been <br />attached as Exhibit A for City Council review. <br />
