f <br />EXECUTIVE SUMMARY <br />This Economic Development Strategy and Work Program is the final product of the San <br />Leandro Economic Development Baseline Study and Strategy project. Initiated in 1994. <br />this project provides the City with both an in-depth analysis of the City's economic base. <br />including an understanding of sales tax trends, real estate market conditions, and basic <br />demographics. and a work program for helping San Leandro strengthen its economN in <br />response to issues identified in the Baseline Study. <br />Summary of Economic Development Issues Identified in Baseline Study <br />The San Leandro Economic Development Baseline Study was completed in August. 1995. <br />The purpose of that study was to develop a basic understanding of the existing San <br />Leandro economy, and to identify economic development challenges to be addressed in <br />this Strategy and Work Program document. The Baseline Study included a number of <br />different types of research to help inform the development of the City's Economic <br />Development Strategy and Work Program, including: <br />• analvsis of local demographics and housing characteristics <br />• evaluation of the Cirv's current economic composition <br />• assessment of San Leandro's business identity. i <br />weaknesses ncluding existing strengths and <br />• analysis of local retail, office, and industrial real estate market conditions <br />• inventory and review of development opportunitv sites <br />Listed below are several of San Leandro's key strengths and weaknesses, as identified <br />during the course of this project: <br />Strensths: <br />• strategic regional location with excellent transportation access <br />• relatively affordable industrial real estate <br />• identity as one of the regions priman centers of manufacturing activin <br />• good local pool of production workers <br />• perceived to be a generally business -friendly cin <br />• attractive. relatively affordable housing stock <br />• critical mass of established regional retail activin attracti <br />new retailers ve to both shoppers and <br />n <br />,Q J <br />
