Weaknesses: <br />• scarcity of vacant land to accommodate new or expanding companies <br />• lack of neighborhood -oriented specialty retail and local entertainment as residential <br />amenities <br />• local demographics not attractive to high -end specialty retailers <br />• lack of regional identity as an office location <br />• combination of factors such as labor force characteristics. distance to high -end <br />housing areas. relationship to research universities. and relative lack of other similar <br />businesses not favorable to high-tech biotech attraction <br />• many industrial buildings are older and less functional than industrial buildings in <br />competing locations ` <br />• perception of problems with public safety and schools <br />• losses in non -retail sales tax revenues offset gains in retail sales tax revenues <br />There were four fundamental conclusions from the Baseline Study. The four key <br />conclusions not only provide direction for the overall Economic Development Strategy_ <br />they also define the program areas and challenges that must be addressed as San Leandro <br />continues to grow its economy. The four primary conclusions. related program areas. and <br />major challenges and opportunities are summarized below: <br />Conclusion 1: San Leandro has a strong and diverse economy that is well - <br />positioned to sustain continued job growth. <br />Program Area: Sustaining Economic Growth <br />Challenges and Opportunities <br />• Create a competitive local economic environment <br />• Retain and attract businesses that provide good quality jobs <br />• Strengthen labor force and training linkages <br />• Establish or strengthen connections among industrial businesses and <br />suppliers within San Leandro <br />• Diversify the economy and embrace emerging sectors <br />Conclusion 2: The City can best accommodate this growth through efficient <br />reuse or redevelopment of existing commercial and industrial areas. <br />Program Area: Reinvesting in San Leandro <br />Challenges and Opportunitie, <br />• Facilitate redevelopment and/or reuse of e\isting obsolete or <br />underutilized industrial and commercial buildings <br />0:L <br />
