This Economic Development Strategy and Work Program report is meant to be a <br />"working" document, which will serve to guide day-to-dav actions and decisions related to <br />the Citv's economic development activities. Because the environment for economic <br />development is dynamic. it is expected that the Strategy and Work Program will be <br />continuously monitored and updated as conditions change, programs are implemented, and <br />new issues and opportunities arise. However, by providing a basic framework for actions <br />through the medium -term. this document provides overall direction that can be used to plan <br />for future projects as well as to direct current actions. The Citv's economic development <br />staff will look to this document to determine activities and programs for implementation in <br />the next several vears. while the overall strategy and vision will provide the Cite Council <br />and the Economic Development Advisory Committee (see below) with a framework for <br />making longer -term decisions on issues and questions related to local economic <br />development. <br />Economic Development Leadership <br />While this document provides an action plan for the City of San Leandro to folio,., in <br />working towards its economic development objectives, strong leadership is required for <br />successful implementation. By initiating the Economic Development Baseline Study and <br />Strategy project, the City of San Leandro has already demonstrated a strong commitment <br />on the part of both elected officials and staff to pursue a proactive economic development <br />program. However. to effective], implement the plan. the City' must maintain this <br />commitment over the long-term. Staff and police makers must realize that economic <br />development leadership goes well bevond the most visible types of activities, such as <br />recruiting a new business. or negotiating an assistance package for a ne,.\ development <br />project. Cin officials must recognize that almost all local policy decisions will have a <br />direct or indirect impact on the Cin's economic development environment. The Cin Council should also recognize the need to engage their peers in other elected positions that <br />serve the community. such as local school boards. in active], supporting local economic <br />development. City• staff in all departments and at all levels must be aware that the Cin 's <br />economic development initiatives will require support and cooperation from each <br />department and all of their employees. to deliver public services that are responsive to the <br />needs of local businesses and residents. <br />The need for continuity_ economic development leadership begins with a need to further <br />educate the community about the value of economic development. and what the City <br />intends to achieve through its economic development actions. Moving into the <br />implementation stage, leadership will be required to ensure that individuals and <br />organizations are aware of their roles in economic development and are motivated to <br />initiate and follow through with the required actions. Finally, as implementation <br />progresses. leadership will be required to maintain the community s support for economic <br />development activities by communicatin_ the Cin 's successes and maintaining awareness <br />of the challenges that are vet to be addressed. <br />2�� <br />
