To -assist both staff and elected officials in maintaining a strong leadership position in <br />economic development policy formulation and implementation. the City Council has <br />established an Economic Development Advisory Committee (EDAC), composed of a <br />number of individuals representing various stakeholders in the economic development <br />process. The EDAC has plaved a key role in the preparation of the Economic <br />Development Strategy and Work Program, including reviewing and commenting on the <br />findings of the Baseline Study, providing feedback on the initial identification of ke\ <br />economic development issue areas and, perhaps most importantly, participating in a worksession which established the overall guiding vision for San Leandro's economic <br />development activities (see discussion below). <br />It is expected that the EDAC as a group will continue to play an important leadershi <br />by serving in an adp role <br />visory capacity to the City Council and staff with regards to the <br />implementation and periodic updating of the Economic Development Strategy and Work <br />Plan. Also, given individual EDAC members' personal ties to local stakeholder groups. <br />EDAC members have the opportunity to function as ambassadors to the community. <br />serving as a bridge between community members. who may <br />issues. have economic development <br />needs or concerns, and elected officials and staff, who can then work to address those <br />Guiding Vision for Economic Development <br />Ever\ good plan must include an overall vision that expresses the plan's long range <br />objectives in a holistic picture of the future. A vision is typically composed of multiple <br />ideas or concepts, and is a blending together of many individual ideas into one or more <br />statements that represent a group consensus. The EDAC held a special visioning session in <br />the spring of 1996 to define its vision for the Citv's economic future. Kev vision elements <br />included: a sustainable community. a diversified economy. vibrant commercial districts. <br />and a strong. respected school system. This vision. which is defined in Chapter 3, provides <br />a basic benchmark or standard against which future economic development actions in San <br />Leandro can be measured. including both the actions articulated in this document, as well <br />as any future actions that the Ciry Council. the EDAC or staff may want to add to the <br />City's economic development agenda. <br />Strategy Format <br />This strategy. xhich represents the culmination of considerable analytical work on the part <br />of City staff and consultants, and a complex policy decision -making process for the City <br />Council and EDAC. is divided into four major program areas. These four major program <br />areas are defined as Sustaining Economic Growth. Reinvesting in San Leandro. <br />Enhancing the Local 'Tax Base. and Improving Community Life.
