estimated costs are primarily periodic costs that will not occur every vear or whether <br />they, are expected to be costs that must be factored into the annual economic <br />development program budget on an on -going basis. <br />Report Contents <br />The remainder of this report is organized into seven additional chapters. as follows: <br />Chapter 2: Summary of Economic Development Issues, which reviews key findings <br />from the Economic Development Baseline Study and distills those findings into a series of <br />challenges to be addressed as part of this strategy <br />Chapter 3: Creating A Vision to Guide the Economic Development of San Leandro. <br />which states the City's overall objectives for its economic development program. as <br />expressed by the Economic Development Advisory Committee. The vision guides the <br />development of program actions in response to economic development challenges. <br />The next four chapters outline the actual work program for economic development strategy <br />implementation. Each of these chapters covers a distinct strategy area within which the <br />Cite will work to address economic development objectives. Included with discussion of <br />the four strategy, areas is a listing of programs and projects that the City should implement <br />in order to best achieve its economic development objectives. The final chapter provides <br />overall conclusions for the Economic Development Baseline Study and Strategy, project. <br />The final five chapters are as follows: <br />Chapter 4: Sustaining Local Economic Growth, contains recommendations for actions <br />the Cite can take to retain. expand. and attract economic activity and promote economic <br />diversification <br />Chapter 5: Reinvesting in San Leandro. suggests actions the Citv can take to encourage <br />and facilitate the reuse of properties containing obsolete or underutilized buildings to <br />accommodate new uses <br />Chapter 6: Enhancing the Local Tax Base. recommends actions the Cite can take to <br />help ensure a healthy stream of revenues in order to continue to finance the high -quality of <br />public services that are needed to maintain the desirability of the community for residents <br />and businesses alike <br />Chapter 7: Improving Community Life, includes actions for enhancing the overall <br />health of the local community as a ke\ ingredient of a successful economy <br />Chapter 8: Conclusion, summarizes the overall importance of the Strateg\. and reiterates <br />the Citv*s commitment to the EDAC's economic development vision. <br />
