reflect the four key conclusions of the Baseline Study: and provide the Strategy's major <br />organizing framework. <br />Within each of the four program areas is a list of specific actions that the City can folio\% to <br />achieve the overall objectives related to the program area. Each action includes four <br />different types of information: <br />• First is a narrative description of the action itself including a description of what the <br />action is intended to accomplish. what methods should be used to implement the <br />action, and what general outcomes should result. <br />• Second is a discussion of roles and responsibilities, i.e., who will be responsible for <br />implementing the action. <br />• Third is a priority ranking, to assist staff in deciding how to allocate resources <br />available for implementation. Initially. the EDAC discussed prioritizing the four <br />program areas to assist in making future decisions about the allocation of budget and <br />staff resources. However, the consensus was that all four police areas were equall- <br />important. and all need to be addressed simultaneously. However. the EDAC did <br />prioritize the individual actions within each program area. The summary matrix of <br />actions included in the Executive Summary, and the actual listing of the actions in each <br />chapter reflect this prioritization. Rather than rank the actions against each other, from <br />highest to lowest priorit%. EDAC members were asked to rate each action within a <br />given program area as a high, medium, or low priority. This ranking process was <br />conducted during three separate meetings. Individually. each member assigned a <br />priority ranking to each action. then the group compared rankings and reached <br />consensus on any questions or disagreements that arose. Based on the consensus of the <br />group, no actions received a low prioriry ranking. The EDAC deemed all of the <br />actions to be valuable and desirable given sufficient resources for implementation; <br />therefore. the EDAC assigned all actions a priority ranking of either high or medium. <br />It should be noted that there was considerable discussion about how to prioritize <br />existing programs that have been included in the Strategy. These programs are <br />considered important. and should continue to receive support from the Cir,, but in <br />most cases the EDAC gave existing programs, such as the one -stop permit center. a <br />medium priority. This does not reflect a lack of support by the EDAC. in fact the <br />EDAC is ven supportive of these existing programs, but only that the EDAC <br />recognizes that considerable effort «ill be necessary to create neH programs and <br />implement nevi ideas to reinforce those existing programs. <br />• The fourth and final component of each action description is a discussion of the costs <br />and sources of funding necessary to implement the action. Tvpicall\. costs for each <br />action are estimated in one of three ranges: LOW (less than 515.000). MEDIUM <br />(515.000 to S50.000). and HIGH (greater than S50.000).
