Roles and Responsibilities. Economic Development staff can initiate the research on ho%
a foreign trade zone is established and whether this could be accomplished in San Leandro.
However. at some point in the process. assistance may be required for outside experts.
Costs and Sources of Funding. The initial cost of this action can be absorbed by City
staff . Additional costs for consulting services or other technical assistance can be assessed
at a later date.
Priority: HIGH
Action 1. 7. Continue the Chamber of Commerce Visitation Program
The City currently participates in the Chamber of Commerce business visitation program.
which involves representatives of the Chamber of Commerce and the Cite visiting
approximately 20 businesses per year to learn about their operations. discuss potential
problems, and identify concerns that either the Chamber or the Ciry could address. The
Cite benefits from the program by establishing relationships with important local
businesses. and potentially. learning of problems which might be addressed in order to
better support economic development. Businesses benefit from this program by making
contact with key players at the Chamber of Commerce and the City, and having the
Opportunity, to discuss problems or make suggestions directly to these representatives.
While the City has traditionally targeted its largest sales tax revenue generators and its
largest employers for its visitation program. the City has also included other businesses
that staff have informally identified for visits. In determining its future businesses for
visitation. the Chamber and City staff members should also consider the list of industries
suggested for retention and expansion above to help set priorities in terms of determining
which businesses will be visited. Also. the visitation program should seek to target
businesses which are found through other means to be in significant need of
retention/expansion assistance.
Roles and Responsibilities. Economic Development staff and the Chamber of Commerce
take the primary responsibility, for implementing this program.
Priority: MEDIUM. This project is an existing program.
Costs and Sources of Funding. The Cit\-s costs for its participation are primarily in -kind
staff time: however. the Cit, also provides funding to the Chamber of Commerce to help
defray its costs for involvement in the program. Annual costs for this program are LOW.
Action 1.8: Data Monitoring for Ongoing Economic Development Activities
