Another related strategy that the City could pursue is an industry cluster strategy . Rather <br />than focusing on individual industries, the City could seek to identify industr\"clusters" <br />that could be strengthened through additional attraction efforts. Industry clusters are <br />groups of companies that are involved at different stages of the production, distribution. <br />and sale of certain types of products. Because industry clusters cut across SIC categories. <br />It is possible that viable clusters are not evident from the analysis of data contained in <br />Appendix A. For example. based on observation and anecdotal information collected <br />during the Baseline Study. there may be a local specialty_ foods processing industry cluster. <br />including manufacturers, and vendors of supplies and services that support food <br />processing. In order to strengthen existing clusters, the City could recruit other producers <br />that would be a part of the cluster who are currently located outside the area and who could <br />benefit from proximiry to San Leandro's existing "infrastructure" of support companies. <br />The City can also work with the producer companies in identified clusters to determine <br />what types of related businesses could be recruited in order to provide better services to <br />existing companies. e.g., to bolster the City's already strong position in truck in- and <br />warehousing, the City might examine the possibility of recruiting new heavy trucktsales <br />and repair businesses. or companies specializing in sales and service of warehouse <br />automation equipment. <br />Following below are a series of basic business attraction actions. upon further refining the <br />actual business sectors or clusters to target for attraction, the City may need to refine the <br />suggested actions to best respond to business attraction opportunities. <br />Action 1.14: Targeted Outreach for Business Recruitment <br />This program will need to be conducted after the CM has determined which business <br />sectors to target for attraction (see Action 1.16). Comm ercial/1ndustrial outreach activities <br />could include direct marketing, media advertisements, displays at trade fairs. etc. The <br />"Made in San Leandro" theme is a marketing tool that the Cite already has in place that <br />will be useful in future efforts. While this theme is prominent at the Economic <br />Development Breakfast. and has also been used in booths that the Cite has produced at <br />selected industry trade shows, it can also be extended to other marketin= venues that the <br />City might consider. such as brochures. advertisements. and direct mail. �In particular. the <br />"Made in San Leandro" logo and lists of prominent local businesses can be incorporated <br />into business a ttractionioutreach materials as a means of boosting the Cin' image as a <br />corporate location. Specific targeted outreach strategies will need to be developed to best <br />fit with the types of businesses targeted for attraction. Upon targeting specific business <br />types. the City will then need to developmarketing materials in a format (e.��., media ads, <br />direct mail. trade show booth, videos/CD-ROMS) that will be appropriate to the chosen <br />outreach methods and containing content that will best pla\ to the needs of targeted <br />businesses. <br />c� 2 <br />
