• develop a quick reference sheet for prospective businesses with contact information for
permitting agencies, business support organizations, utility companies. real estate
brokerages, and City business incentives and assistance programs.
• focus staff outreach efforts on those businesses or business sectors targeted for
retention, expansion. or attraction: however, allow for staff outreach to businesses of
any type contacting the city seeking assistance or information.
In addition to conducting outreach to businesses which are already established elsewhere.
City staff should also consider conducting outreach to entrepreneurs who are considering
starting new businesses. Various technical assistance programs and entrepreneurship
training programs located in the region may be able to provide mailing lists of participants
who could be provided with information about opportunities in San Leandro.
Roles and Responsibilities. Economic Development staff will continue to have primar%
responsibility for this program.
Priority: HIGH. This is an existing program.
Costs and Sources of Funding. Costs for this program are primarily in -kind staff time.
and are estimated to be LOW.
Action 1.18: Additional Study of Sectors for Attraction
This action involves further exploration of the business sectors to be targeted for business
attraction. There is a need at this time to look to the future. beyond the types of businesses
that have been expanding in San Leandro and the region during the past ten years, and
Identify the types of emerging industries that might find San Leandro a compatible location
in the coming years. This task should include analyzing regional employment projections
to discern whether there are emerging sectors that would be particularly compatible with
San Leandro. interviewing representatives of firms in sectors that have recently located in
San Leandro to ascertain where the firms came from. what prompted them to relocate.
what factors made San Leandro the best location. what local issues might be seen as
barriers to other similar firms coming to San Leandro. and steps that San Leandro could
take to improve its competitiveness and better market itself to similar businesses. After
collecting information such as that described above. the City will be able to refine its list of
targeted industries and then tailor attraction strategies to best reach potential businesses.
The Economic Development focus groups proposed in Action 1.4 would readily lend
themselves to collecting much of this information: however. in order to better explore the
potential for attracting business types not already present in San Leandro. it may be
necessary to recruit focus group members from firms located outside the City.
