developer can use in order to mitigate the challenges to reusing sites within the Cin that <br />have been previously developed. Creation of an industrial redevelopment district that <br />encompasses an area where obsolete and underutilized buildings are prevalent can be a <br />very useful step in this direction. California redevelopment law enables communities to <br />collect tax increment funds within discretely defined redevelopment project areas. Tax <br />increment funds can then be used alone or to leverage other revenue sources for myriad <br />public purposes. including land assembly, infrastructure upgrades. environmental <br />remediation, and business financing. As sources of public funding have become more <br />limited in response to budget cuts at both the state and federal level. redevelopment has <br />become an increasingly important tool for encouraging new investment in areas alread\ <br />considered "blighted." <br />San Leandro administers two existing Redevelopment Project Areas of its own. plus a third <br />district which is administered jointly with the County of Alameda. These redevelopment <br />areas were created primarily to address blight in the City's retail corridors, and do not <br />include most of the underutilized and functionally obsolete industrial properties that are <br />concentrated west of Interstate 880 between Davis and Joaquin Streets. <br />The Cit} has designated a survey area to study the feasibility of creating a ne%� <br />Redevelopment Project Area in this vicinity, which will be ven• helpful in encouraging the <br />reuse and redevelopment of many of San Leandro's "white elephant" industrial buildings. <br />As a next step, staff have proposed forming a citizen's advisory committee of local <br />stakeholders to review and affirm the view that Redevelopment will be an important and <br />effective tool in encouraging the reuse of existing underutilized properties and the <br />development of vacant properties within the area. The City should seek to ensure EDAC <br />representation on the study committee. In conjunction with forming the study committee. <br />the City should also consider several other tools that can be used to collect information on <br />specialized redevelopment issues in the study area, including the role of hazardous <br />substances as a barrier to redevelopment, and mechanisms that the City can establish in <br />order to help properr owners address this problem. The City should monitor brownfields <br />Pilot programs that are currently being sponsored by the EPA in a number of U.S. cities. <br />including Emeryville and Stockton for model programs to address toxi <br />redevelopment process. cs remediation in the <br />Roles and Responsibilities. Ciry Redevelopment staff will take the primary responsibilir` <br />for conducting the work necessan to form this neN% Redevelopment project area with <br />assistance from Economic Development staff. The Citizens Advisory committee will be <br />comprised of volunteers who represent various stakeholder view points, and should include <br />EDAC representation. Special studies suggested above could be performed by <br />Redevelopment staff or outside consultants. <br />Priority HIGH.
