complete the citizen's advisory committee study within the next six months. and additional <br />data collection and analysis recommended above should be conducted concurrent with the <br />other plan adoption proceedings. <br />Costs and Sources of Funding. City staff estimate that one-time costs for development <br />and adoption of a Redevelopment Plan and required environmental revieH would be <br />HIGH. approximateiv $200.000. On -going costs for this program will also likely be <br />HIGH. however. both initial and on -going costs for this program will be financed from <br />Redevelopment tax increment funds. <br />Development Incentives <br />Development incentives include an array of tools the City can use to induce propem <br />owner/prospective tenants to select San Leandro, as opposed to alternate locations. as the <br />place to do business. While these incentives should be available to any property owner. <br />they can be especially effective when used in tandem with other efforts to encourage reuse <br />of specific buildings or locations. Most of the development incentive actions call for <br />continuation of existing City programs, rather than creation of new initiatives. However. <br />these programs have been called out as part of this Work Program to place them in the <br />context of an integrated economic development strategy, and to reinforce the necessity of <br />having such programs in place. <br />Action 2.2: Use Economic Development Funding Sources to Assist with Renovation or <br />Replacement of Costs for Existing Buildings <br />For anv given project. a number of incentives described above are available to developers. <br />An additional incentive that the Cite should consider offering is the possibility of using <br />economic development funds from various sources to underwrite a portion of development <br />costs for reuse or replacement of obsolete or underutilized industrial facilities in order to <br />make these types of projects cost competitive with "greenfields" sites in other locations. <br />This would benefit propem owners by reducing development costs. The benefits to the <br />City include encouraging the reuse of vacant or underutilized sites and the long-term <br />benefits that reuse can generate as opposed to the cost and blight that can occur due to <br />neglect and abandonment of old buildings. <br />Roles and Responsibilities. The City Development Services Department should be <br />responsible for reviewing impact fee levels and policies and to develop any appropriate <br />revisions for the City Council's consideration. <br />Priority: HIGH <br />41 <br />24d <br />
