Costs and Sources of Funding. Annual costs to provide significant assistance through <br />this program would be HIGH. Funds for this type of project could come from the <br />Redevelopment Agency or the Economic Development Agency. <br />Action 2.3: Continue One -Stop Permit Center <br />The City has recently implemented a one -stop permit center to facilitate the development <br />approvals process. By organizing the permitting functions of the Planning. Buildin=, and <br />Fire Departments in a central location in City Hall. the Cite is making the process of <br />obtaining information about required permits and how to obtain them more convenient for <br />developers. <br />One feature that many other jurisdictions include in conjunction with a "one -stop" center is <br />the provision of an "ombudsman" who can serve as an advocate on behalf of the project <br />applicant. While Planning Division staff serve in the role of project coordinator for <br />complex applications in San Leandro. the ombudsman function could be assigned to an <br />employee assigned to the City Manager's office, which could eliminate potential confusion <br />and tension surrounding the role of Planning staff as both development advocate and <br />regulatory staff. This might involve simply formalizing the role that Economic <br />Development staff alreadv take in working with project applicants and promoting this <br />service to people contemplating development projects in San Leandro. These services can <br />also be provided through a contract with a private organization. such as a Chamber of <br />Commerce or economic development corporation. Considering the Citv's general good <br />will from the development community, the current system ma <br />y� be adequate at this time: <br />however. this function should be reviewed if significant numbers of project applicants <br />express dissatisfaction with the current system in the future. <br />Roles and Responsibilities. The One -Stop Center is the responsibility of the Planning and <br />Building Divisions and the Fire Department. <br />Priority: HIGH. This is an existing program. <br />Costs and Sources of Funding. Theoretically. costs for processing applications are recouped by <br />individual departments through the collection of development application fees. Because <br />the costs to provide these services in a one -stop environment are not significantly greater <br />than the traditional mode of segregatin- permitting functi <br />oons in separate departmental <br />ffices, the on -going costs forth* program are considered LOVE'. <br />Action 2.4: Continue Persona!
