Action 2.3: Continue One -Stop Permit Center The City has recently implemented a one -stop permit center to facilitate the development approvals process. By organizing the permitting functions of the Planning. Buildin=, and Fire Departments in a central location in City Hall. the Cite is making the process of obtaining information about required permits and how to obtain them more convenient for developers. One feature that many other jurisdictions include in conjunction with a "one -stop" center is the provision of an "ombudsman" who can serve as an advocate on behalf of the project applicant. While Planning Division staff serve in the role of project coordinator for complex applications in San Leandro. the ombudsman function could be assigned to an employee assigned to the City Manager's office, which could eliminate potential confusion and tension surrounding the role of Planning staff as both development advocate and regulatory staff. This might involve simply formalizing the role that Economic Development staff alreadv take in working with project applicants and promoting this service to people contemplating development projects in San Leandro. These services can also be provided through a contract with a private organization. such as a Chamber of Commerce or economic development corporation. Considering the Citv's general good will from the development community, the current system ma y� be adequate at this time: however. this function should be reviewed if significant numbers of project applicants express dissatisfaction with the current system in the future.
