The EDAC's discussion regarding these programs suggest that the City should revie.'v the <br />eligibility criteria to ensure that the programs are used in appropriate locations. <br />Specifically, the EDAC was concerned that these forms of assistance should not be <br />provided for properties that might be targeted for targeted for redevelopment or removal. In addition. one suggestion from among the EDAC members was that the Cite consider <br />making the assistance available to tenants, rather than building owners. to ensure that the <br />programs are used to help support businesses. Alternatively, the City may wish to focus <br />these programs on specific areas that could benefit from a concentration of effort. such as a <br />neighborhood shopping district that is targeted for enhancement. While San <br />Leandro's existing One -Stop Permit Center facilitates the process of obtaining and <br />completing paperwork necessary to gain regulatory approvals for development projects. the <br />existing On -Call Building Inspector program facili <br />development protates the construction phase of local <br />jects. This is done by roviding <br />inspections rather than re uiring p _ a building inspector to make on -call <br />q that inspections be scheduled in advance.
