Priority: MEDIUM. This is an existing program <br />Costs and Sources of Funding. Costs for this program are funded from building permit <br />fee revenues. As with the One -Stop Permit Center, because the costs to provide this <br />service are not significantly more expensive than under the traditional building inspection <br />service delivery model. the annual cost for this program is considered LOW. <br />Development Opportunities <br />Development Opportunities are defined in this context as specific sites within San Leandro <br />that are available for reuse. In most cases, these sites are older industrial buildings that <br />could be reused or redeveloped for either other industrial users or commercial activities. <br />Barriers to redevelopment typically include a number of factors that could be resolved with <br />technical and/or financial assistance from the City, paired with appropriate overall market <br />demand. <br />Action 2.7. Maintain a Development Opportunio} Sites Database <br />As an extension of the C11-y*s development opportunity sites booklet, the Cite shoulc <br />maintain a comprehensive database regarding development opportunity sites in San <br />Leandro that can be used to assist potential developers/users identify possible locations. <br />This database should include information similar to that contained in the development <br />opportunities sites booklet but should also include more detailed information regarding the <br />quantity, type and condition of existing improvements, and, possibly, information <br />regarding known contaminants. Sites to be included in the database should be major <br />properties within the City where redevelopment would be desirable. These sites could <br />include vacant and/or underutilized buildings, vacant lots, and/or sites currently occupied <br />by a use that is no longer consistent with the General Plan or other long-range visions for <br />San Leandro's future. One change from the existing development opportunities sites <br />booklet is that as a general rule, properties should only be included in the database when <br />owners have expressed an interest and willingness in development in the near term. While <br />Cir< staff may identify sites for potential inclusion in the database. this should be done <br />only after owners have been contacted and their interest has been confirmed. The Cite <br />might include sites that are not imminently developable, but should indicate in the database <br />those that have various development constraints. <br />Properr owners. real estate brokers active in San Leandro. and other local experts should <br />be contacted as the database is bein; created to help formulate the list of opportunity sites <br />and provide the necessary information about each location. This step of the process should <br />include collecting feedback from developers and brokers regarding the type of information <br />that would be most valuable to be included in the database. To facilitate collection of site <br />information for the database. Cite staff should develop a standard property information <br />sheet which can be submitted b\ interested properr owners and real estate brokers. City <br />45 <br />25 <br />
