It is likely that the City will need to continue this type of involvement in providing sites for <br />future retail expansion/attraction. As outlined in the introduction to this Chapter. the Cin should target large, underutilized sites that have 1-880 visibility for additional regional <br />retail development. There are a number of sites meeting these criteria. and the City should <br />consider cooperating with developers/ propem- owners who are taking the lead in <br />developing reuse plans for these sites. In addition to privately -owned sites. a prime site for <br />this type of activity is the Pacific High School site. which includes six acres of City -owned <br />land and 13 acres of land owned by the San Leandro unified School District. Because the <br />City controls a portion of this site. the Cin, should consider taking a more aggressive <br />approach to its reuse. which might include the following steps: <br />• In collaboration with the School District. identify existing recreational opportunities at <br />the site which should be preserved within the community. <br />• Identify appropriate and available sites for development of replacement facilities. <br />• Estimate costs to acquire and/or develop sites for replacement facilities. <br />• Estimate costs to clear the site. <br />• Conduct appraisal of site as regional retail site and determine whether value of <br />propem is sufficient to support costs for removal of existin_ facilities and replacement <br />Of facilities elsewhere. ` <br />• Explore options for control of site(s) for relocation of community facilities from <br />project site. <br />• Reach an agreement with the School District to initiate the procedural steps necessar\ <br />to declare the Districts portion of the project site surplus propem . <br />• Issue RFP for parties interested in developing <br />n and <br />the Pacific High site. (The Ci <br />School District could also attempt to cam out this step immediately after establishing <br />an M.O.U.. requesting assistance from a developer during the pre -development stage in <br />return for a commitment to allow the developer to cam -out the ulti <br />of the site.) mate development <br />Roles and Responsibilities. This process would require participation from the Cin <br />Managers office. Redevelopment Agency staff. the City Council. and the Cite Attorney. <br />In addition. this process will include the San Leandro Unified School District Board and <br />Superintendent. It is expected that the Cin_ Manager and Mayor of San Leandro would <br />play prominent roles in negotiating with the School Board to establish an agreement <br />on <br />future development of this site.
