Paint and Sign Program and the Design Assistance Program (Action <br />2.3) are both available for use in the downtown area. By providing assistance to small <br />business owners and property owners, the City encourages the maintenance. upkeep, and <br />upgrading of downtown properties. This helps to create a more attractive shopping <br />environment. The City may wish to consider targeting marketing efforts for these <br />programs or earmarking a portion of program funds specifically for the downtown area in <br />order to create a visible impact in the area. <br />Roles and Responsibilities. Economic Development staff should take primary <br />responsibility for monitoring the City's involvement in these programs, evaluating their <br />effectiveness, and recommending any, changes that could enhance their economic <br />development benefits. <br />Priority: HIGH. This is an existing program. Concerted efforts to build this program will <br />require at least several vear's commitment. <br />Costs and Sources of Funding. Costs for these actions are a part of current Cin <br />expenditures: however expansion of these efforts would require additional expenditures. <br />probably in the MEDIUM cost range. It is noted that current activities, with the exception <br />of the sponsorship of the holiday ice rink, involve relatively small City investments. It is <br />likely that San Leandro spends relatively little on these types of promotions as compared to <br />manv other communities of similar size. <br />Action 4.4: Encourage New Local Entertainment Uses <br />In addition to public facilities, public services, and neighborhood and community shopping <br />opportunities. an important community asset is the availability of a variety of different <br />types of local entertainment. As a means of enhancing the overall community atmosphere. <br />and reinforcing existing developments. the Cit` should support efforts to attract and <br />develop new entertainment uses that will cater to a broad range of ages. Most types of <br />entertainment that might be encouraged, such as movie theaters and indoor activity -centers. <br />(e.g.. skating rinks. pla\ centers) will have community -wide. if not regional appeal: <br />therefore, it is appropriate that these uses be directed towards the downtown area or in <br />conjunction with existing regional retail centers. Entertainment venues can infuse <br />significant svnergistic energy into these types of locations. benefiting existing retailers <br />while providing leisure -time activities for local residents. <br />31 <br />
