Roles and Responsibilities. In attracting entertainment uses to existin_ regional retail <br />centers, it is expected that the property owners/managers of these developments will take <br />the lead in marketing, conducting outreach, and holding negotiations with potential <br />entertainment operators. The Citv's role should be one of support and facilitation. For <br />example. the Cin should cooperate with interested property owners to ensure the required <br />zoning designations are provided in appropriate locations. and to seek efficient solutions <br />for compliance with development standards. For example. many entertainment venues that <br />attract a large proportion of patrons in evening hours can benefit from parking <br />requirements that allow them to share parking with other uses that are primarily daytime <br />oriented. <br />Priority: HIGH <br />Costs and Sources of Funding. With the City, acting primarily at a policy level, it is <br />expected that the primar\ costs to the City resulting from this action would be <br />processing development applications for new entertaiin <br />B"nment uses, which would be LOon <br />an on -going basis. Should the City decide to provide special incentives or assistance for <br />specific projects, periodic costs could be HIGH. <br />Action 4.5: Target Marina for Improved Visitor Amenities <br />In addition to significant recent public investments in improving marina facilities. the Cin <br />of San Leandro is currently pursuing plans for the development of a neN\ hotel <br />and a 40.000 square foot conference center, both on City -owned land. The marina is an <br />excellent location for both of these facilities. not only because of the proximi freeway. Oakland Airport, and man\ of San Leandro's large businesses, but because thesety to the 880 <br />uses will take advantage of one of San Leandro's distincuishin_ community ameniti <br />Marina. In addition to the potential to attract visitors who wp l stores and eat <br />ies, the <br />ill shoin locan local restaurants. the hotel will generate significant additional transient occupancy taxes. <br />The conference center is seen as a benefit to local businesses who could take advantage of <br />nearby meeting space and state-of-the-art communications capabilities to link in real-time <br />.Vith groups of people in other locations. In addition, the facilin. will likely attract business <br />users from outside San Leandro. <br />Roles and Responsibilities. The Cite Manager's office and Finance Department staff are <br />involved in structuring the development packages for these projects, including financing <br />assistance and terms for the use of Cin-o\vned land for the projects. ` <br />Priority: HIGH. This is an existing program <br />Costs and Sources of Funds.
