Foster, applicant, L. Stutzman, property owner; <br />RM 1800 Residential Multi -Family District. <br />SUMMARY AND RECOMMENDATION <br />This memorandum and attachments will serve as the Planning Commission report for A-97-5 and PD-97-6. <br />A copy of the July 3, 1997, Planning Commission Staff Report and minutes of the Planning Commission <br />public hearing of July 10, 1997, are attached for your review. <br />>Ptanni�ng Cnn�r iiaassxain Ynte <br />MSC RavenstadlBurpee, 6 ayes <br />The Planning Commission and Staff recommends that the City Council take the following action: <br />1. Adopt the attached Negative Declaration by motion; <br />2. Approve the proposed Reclassification (A-97-5) by adopting the attached ordinance; and <br />3. Approve the proposed Planned Development (PD-97-6), subject to the attached Conditions of <br />Approval, by motion. <br />BACKGROUND <br />The subject property is a 1/2 acre lot, developed with one- and two-story buildings along the easterly and <br />southerly edges of the property. The remainder of the property is paved for parking. The buildings were <br />constructed as a motel in the 1940's. After years of service the motel was converted to 12 apartment units <br />and rented out to tenants on a month -to -month basis. Currently, only nine units are occupied due to <br />structural damage to the other three. The developer is in the process of acquiring the property and proposes <br />the following: <br />A. To rezone the property from RM 1800 Residential Multi -Family District to RM 1800 (PD) <br />Residential Multi -Family Planned Development Overlay District. <br />B. A planned development to construct a five -story, 72-unit Assisted Living Retirement Community. <br />11 <br />
