1240 Clarke Street 2 08/ 12/97 <br />A-97-5/PD-97-6 <br />The facility will be licensed by the State of California's Department of Social Services to provide care and <br />supervision for the elderly. This would include three meals a day, plus snacks, housekeeping, laundry, <br />transportation to shopping, doctors and other personal appointments, 24-hour supervision, medication <br />scheduling and oversight, daily activities programs, bathing and dressing assistance, and other assistance <br />that an elderly person may need. <br />The proposed building will have a footprint of 11,049 square feet covering 50.5% of the site. The ground <br />floor will have setbacks ranging from zero- to 17-feet along the Davis Street (northerly) frontage, and eight - <br />feet along the Clarke Street frontage. The four -stories over the footprint maintains a 14- to 17-foot setback <br />from the Davis Street property line, approximately 14-foot setback from the Clarke Street property line, <br />approximately 46-feet from the rear property line and a zero -setback along the westerly property line. <br />These four floors are shown on Exhibit B as a shaded rectangle. The varying setbacks along the Davis <br />Street frontage and the Clarke Street frontage will be landscaped. <br />The site will be accessed from two driveways on Clarke and Davis Streets. The Clarke Street driveway is <br />the primary access providing ingress and egress. The Davis Street driveway is for egress, only. There will <br />be a total of 32 off-street parking spaces. <br />The ground floor will include common areas for dining, activities, social functions, a kitchen for food <br />preparation, small beauty salon, chapel, administrative offices for the facility's staff and miscellaneous <br />rooms such as bathrooms and storage rooms (see Exhibit B). The lobby and foyer area is near the center of <br />the building and is accessible from the front (Davis Street) or the rear parking area. <br />The building will be equipped with two elevators flanking the lobby area. Stairwells are located along the <br />east, west and south sides of the building. The second to fifth floors are identical in size and in layout. <br />Each is approximately 9,790 square feet with 18-units, a main corridor and a large common living room in <br />the middle of the floor (see Exhibits C & D - Floor Plans). The rooms will be designed to accommodate <br />one to two residents. Each room includes a shower, a toilet and two sinks. The second floor will contain an <br />outdoor balcony at the rear of the building, measuring approximately 23 by 40-feet (920 square feet). This <br />will be a private outdoor area for the residents. It will be landscaped with plants in raised containers. <br />The building has a Mediterranean style appearance with the use of stucco, a variety of recessed windows <br />with mullions, raised sills, cornices and molding, and barrel, concrete tile roofs (see Exhibit E - Elevations). <br />The front facade (facing Davis Street) will consist of three vertical modules. The middle module consists of <br />a tower feature that punctuates the front. It contains curved windows at the top floor with tile accents and a <br />balustrade at the fourth floor supported by brackets. The ground floor facing Davis Street has two shorter <br />tower elements, one at the corner of Davis and Clarke Streets and the other centered in the wall. Each tower <br />contains a large curved window, cornice detail and the tile roof. The entire Davis Street and Clarke Street <br />building elevations contain curved archways to emulate an arcade at the street level. The curved windows <br />and archways are used together to create a pedestrian appearance along the street frontage. <br />The rear (south) elevation is treated similar to the three modules along the front elevation. The Clarke <br />Street elevation includes similar architectural elements found on the rest of the building such as recessed <br />windows and raised cornice and molding. The east elevation will be a windowless wall due to it being <br />contiguous to the property line, however it will still contain architectural treatments. <br />
