1240 Clarke Street <br />A-97-5/PD-97-6 <br />DISCUSSION <br />08/ 12/97 <br />The proposal will enhance an underutilized and blighted property which is a high profile site on Davis <br />Street. Furthermore, the use will conform to the Plaza 2 Redevelopment Plan which designates the property <br />to be used for residential purposes. <br />The stucco and tile roof are materials which easily blend in to the existing neighborhood since these are <br />commonly used materials in the area. The modular design, varying roof heights, raised cornices and <br />molding, and recessed windows are balanced throughout the building and results in a stately and formal <br />presence of the building on Davis Street. The curved windows and archways at the front facade are features <br />drawn from the St. Leander building to the west and creates an interesting street elevation at the pedestrian <br />level. The five -story height is a scale which blends in with other buildings in the immediate area including <br />Peralta Creek Adobe and Peralta Towers Condominiums, the apartment complex to the east, and the St. <br />Leander School Building and Church to the west. <br />In addition to enhancing the Davis Street and the Downtown Area, the use will be complementary to the <br />downtown sales and services in that the residents and staff will be conveniently located to take advantage of <br />the nearby stores and shops. <br />The Planning Commission recommended an additional stipulation to the conditions that any change in use, <br />deviating from a residential care facility for the elderly, shall require a modification to the Planned <br />Development. One other recommendation the Commission added is that the Davis Street driveway for <br />"Exit Only" shall be designed to prevent vehicles from entering the garage from Davis Street. <br />Oral communications from Tom Guarino, Executive Director, San Leandro Chamber of Commerce and Al <br />Rosenga, President, Peralta Citizens' Association, were presented. Both the Chamber and the Homeowners <br />endorse the project as they find it compatible to the existing neighborhood. <br />The Findings supporting approval of the Planned Development application are included in the attached <br />report. <br />ENVIRONMENTAL REVIEW <br />A Negative Declaration for review has been prepared and is attached for the City Council's consideration. <br />CONCLUSION <br />The Planning Commission and Staff recommends that the City Council take the following action: <br />1. Adopt the attached Negative Declaration by motion; <br />2. Approve the proposed Reclassification (A-97-5) by adopting the attached ordinance; and <br />3. Make the necessary Findings and approve the proposed Planned Development (PD-97-6), subject to the <br />attached Conditions of Approval, by motion. <br />3 <br />
