CITY OF SAN LEANDRO <br />APPROVED AND FORWARDED <br />TO CITY COUNCIL <br />STAFF REPORT <br />John Jerm is <br />DATE: August 26, 1997 City Manag <br />TO: John Jermanis, City Manager <br />FROM: June Catalano, Director Development Services <br />BY: Kathleen Livermore, Associate City Planne �`— <br />SUBJECT: Marina Boulevard Rezoning to provide "S" Special Review Overlay District <br />SUMMARY AND RECOMMENDATION <br />The Planning Commission recommends that the City Council take the following actions: <br />1) Adopt the attached Negative Declaration for the proposed Rezoning for the "S" Special <br />Review Overlay District; and <br />2) Adopt the proposed Rezoning for the "S" Special Review Overlay District in the area of <br />Marina Boulevard by introducing the attached ordinance. <br />Planning Commission vote to forward A-97-8 to City Council <br />for approval along with the Negative Declaration <br />(Mahoney/Burpee) (4 ayes) (I excused - Reed) <br />(I absent - Ravenstad) (1 vacant - District 6) <br />I I -iS W111011 <br />The "S" Special Review Overlay District was established in the Zoning Code to guide development <br />in areas of the City with special concerns. This overlay designation provides a framework for a <br />transition from older uses to new uses that meet the criteria developed for that particular area. The <br />overlay district allows the City Council to establish review procedures or criteria at the time the <br />Special Review Overlay District is established. The overlay district has been successfully used for <br />Roberts Landing and the Peralta area to address concerns specifically related to those sites. <br />DISCUSSION <br />The City of San Leandro has seen a number of new developments on Marina Boulevard in the <br />recent past with the development of the Marina Square Shopping Center in the late 1980's and the <br />impending development of the Auto Mall. The City Council requested that staff address these new <br />developments on Marina Boulevard. In response to that request, Development Services staff has <br />prepared language to establish an "S" Special Review Overlay District for Marina Boulevard, and <br />1 <br />
